Dust the item to clean layer of dirt deposited on its surface. Make soapy water, mixture of mild detergent and warm water. Dip the piece in the solution and leave it for a minute or ten. This will help to loosen the layer of oil stick with dirt. Use soft cloth or a cube of sponge to clean the piece when dipped in the solution. Use soft hand to rub them with sponge or cloth.

If your antique brass is lacquered, remove it with paint or varnish removing chemical. For this first lay a paper say newspaper to create a work surface. Then use a paint brush dipped in the chemical and apply it on its surface. Follow safety rules while using them (read instructions on the chemical product).
Now use a brass polish for dazzling shine. Take a clean piece of cloth, apply polish to the cloth and gently rub it on brass surface. Use another cloth to rub the surface to shine and for hard to reach places, use toothbrush with gent hands. You don't necessarily have to buy polish from store. You can get some alternative right at your home. For example, toothpaste can be a mild polish. Another example is a mixture of water, white vinegar and a cup of flour in equal quantity.
Recoat the brass with lacquer to provide it a protective shield and retain its shine. Apply this coat using cotton balls or paintbrush, but make sure that the layer is thin and evenly spread, without any drip. Leave it for a while and don't touch it until it is completely dry.
Now you can put it to its place and regularly dust it with soft dry cotton cloth to maintain its shine for longer. However, from time to time you may have to repeat the process if the antique brass decorative is severely tarnished.
