Today, the market gained a boost from this encouraging unemployment report, but it could still be a rather bumpy journey. I want to go to the New York Stock Exchange Alison, what do we see in the market today? How are they doing now? CNN Business reporter Alison kosike: At least now we have left the wheel -- Temporarily sit roller coaster. We see high points in the market. The Dow rose 282 points. The Nasdaq index rose more than 3%. Like S & P, it has risen a lot. Yes, I think what you see is that investors are more focused on this. than- Employment Report. We also received considerable revenue from Cisco Systems. It says it has made progress in cost. Cutting measures. While these tend to lead to layoffs, the market does want to see progress. But keep in mind that this is an edge market. You know, Suzanne. These numbers can be changed in a dime, especially when the market is driven by every headline ---Suzanne. That\'s right, Alison. With all these fluctuations, do we think it has led to more concerns about even possibly another recession? Okay, you know what? If you look at this week, how this week has developed, some of the traders I \'ve been talking about say that what you see is a market, with the possibility that we may fall into a new recession growing, the market is pricing. You also saw this in the CNN Money survey. In fact, economists are raising the odds of a recession from 15% to 25%. Even more famous economists have raised the number to 50/50. They blamed the recent sales. off. But you have to remember that a sale It does not necessarily lead to a recession. Of course, it hurts the feeling of being rich, and when we see our investment accounts drop like this week, it makes us feel less rich. It hurts our confidence. It has this psychological effect, and it can lead to a reduction in American spending. You can really see where it hurts because it\'s self In the prophecy, you will see spending cuts that could hurt the economy ---Suzanne. Okay, Alison. We all want to hold on here and don\'t panic during this roller --coaster ride. You see. Thank you very much, Alison. This is your chance to \"talk back\" about a big event of the day. The question today is: is it worth investigating for Hollywood to film bin Laden? Carol Costello, who will explain the story with us from New York. Carol, what\'s going on? Carol costello, cnn correspondent: Well, the question is: is it worth investigating for Hollywood to film bin Laden? This issue, like other issues in Washington, has become a hot topic in politics. The death of Osama bin Laden was so unified that it was a sad thing. When people, including you here, are working on articles, books, documentaries, or films involving the president, ask to speak to government officials to ensure that the facts are correct, we try our best to make them accept it. (END VIDEO CLIP) Costello: It\'s not like the White House allowed Hollywood to use pictures of bin Laden\'s death in movies or videos of bin Laden being buried at sea. However, for those who scored at home, bin Laden was killed for just over three months. 2012, the top story- Secret Missions will open at the theater near you. So, this morning\'s \"talking back\" question is: is it worth investigating for Hollywood to film bin Laden? Facebook. com/CarolCNN. I will read your reply later this hour. This is an interesting question, Carol. I want to know who will play bin Laden. I want to know that these actors will be the main characters of the film. There are all kinds of feed. Don\'t you think? I know. This is another point of controversy. Well, maybe there is no dispute, but it would be interesting to come up with those real actors. The role of life, isn\'t it? Absolutely. We will do it on weekends. Come back on Monday. All right. Carol, thanks. Appreciate it. Here is an overview of some of the stories we are covering. First of all, who is the reason for market volatility? We have to ask a longtime trader. Then a father asked why we had to kill each other after losing our son in the British riots. In addition, the two men traveled the country to raise concerns about poverty, and they made some accusations to the president. I\'m jumping out of the window now. (END VIDEO CLIP) MALVEAUX: Well, we all feel a bit like this, eTrade baby. But WashingtonINAUDIBLE) The market these days. In fact, it is disturbing for many people, especially those whose retirement funds are related to the crazy behavior of Wall Street. Well, I was on the floor with an insider about the situation. Kenny Polcari. he\'s a Wall Street trader. Kenny, you know, when we ask why these markets are down, we know there are a lot of factors that are working. But, you know, it\'s not just going down. We see traders buying and selling at such a crazy speed. The chairman of the Australian stock exchange recently said that the average time for traders to hold shares was reduced to about 20 minutes. Kenny, tell us, why is the stock going so fast now? Kenny pockary, stockbroker: Well, you know, Suzanne, you have to understand who we\'re talking about when they make a statement like this. If you\'re talking about someone doing stock trading, it\'s probably true. If you\'re talking about Joe Q. It is definitely not the case that the public and ordinary Americans invest in retirement, or in education, or in the future. These are people who have long promised to buy and hold. But what we saw today and what we saw-go ahead. No, go ahead. Tell us, what do we see today? POLCARI: So what we\'re seeing today, obviously, is that the market is going up right now. We\'re up 265. It found its level. In the past week and a half, we have caused some technical damage to the market, which is actually more of a re-market. Considering the macro data we see from Europe, macro data from countries, pricing risks from all over the world, plus the political drama being staged around the world. And now the market is taking a step back What we see is price risk. People shouldn\'t really care about this because I think what is lost in the conversation is that just because the market is under pressure doesn\'t mean there is no one on the other side. People don\'t just sell things in the abyss. Right? There\'s always-- When there are sellers, there will always be buyers. Kenny, explain to us how this actually works because, you know, you\'re a little behind. the- Look at the scene here. Is this just an issue with electronic triggers, online transactions? Where will computers start, trade, buy and sell? Are they Japanese traders trying to make money quickly? POLCARI: Well, of course, look, it\'s part of the population, it\'s Japanese traders and high Frequency traders who really rely on computers to make buying and selling decisions. Right? But that\'s not what ultimately drives the market. Technology creates efficiency in the market. They help manage market risks and manage risks for asset management companies. But if you talk about this small part again, yes, then the computer allows them to go back and forth, in and out all day for instant trading. This is true, absolutely true. But that\'s not really the driving force behind what\'s happening here. MALVEAUX: Kenny, explain to us, because in the eyes of the public, it seems that Wall Street\'s driving motivation is rapidly shifting here. Why do people believe in Wall Street? Regular investments like retirement funds? POLCARI: Well, because, obviously, look, if you\'re looking for growth, right, the stock market has always been the place for the future. When you talk about the long term, you are investing in the future of the company, you are investing in the future of the United States, when you come here, you are investing in the future of the international company because we have youS. Blue chip company, we have foreign blue chip companies here. So in terms of real growth and long-term growth Long term investment, stock has always been one of the asset classes you should use. So, in the last week and a half days, when the market is under pressure due to forecasts, global forecasts, some kind of change in the USS. Prediction, then long- The term investor should actually see it as an opportunity because, look, the market is currently on sale. Right? What do people do when you get a 40% discount at Macy\'s? They went in and bought it because of a 40% discount. This is what you see here. So when a long Term investors want to join their portfolio, days like today, days like we see, are actually very good. MALVEAUX: Okay. We want a good day. Thank you, Kenny. Kenny Polcari. Appreciate it. Thanks. Let\'s take a look at today\'s select news option. The text \"22360\" votes for the story you want to see. People have had enough in Britain. We will show you how they took back the street from the mob using social media. Live reports from London( Business break) Police began raids on houses in London and rounded up people suspected of riot. British Prime Minister David Cameron said at an emergency meeting in Parliament that the robbers would be tracked and prosecuted. Overnight, the presence of a large number of police officers finally prevented the violence, but that was not the case until three British Pakistani men trying to protect a business were killed. This is just putting more pressure on already strained relations between the British Black and Asian communities. The father of one of the victims made a call for peace. ( Start Video Editing) The victim\'s father, Tariq Johan: black, Asian, white, we all live in the same community. Why should we kill each other? What caused these riots? Why are we doing this? I lost my son. If you want to lose your son, take a step forward. Otherwise, calm down and go home. Please. (END VIDEO CLIP) MALVEAUX: more and more British residents now hold things in their own hands to protect their communities, but this poses another problem for the police. Our Atika Shubert is in London. (Start Video) CNN International correspondent atika shubert (voice-over) Pauline Pierce (ph) When she faced the robbers with this provocative speech that went viral on YouTube, she became the voice of London, with thousands of hits. Pauline Pierce (ph) Residents: this is about ( Delete dirty words) Shot Dead in Tottenham. This is not for the fun and destruction of this place. Get real, black! Get real! London is fighting back. As this video from the Guardian shows, the Turkish community managed to scare away dozens of people Before the police showed up near them, they were robbers. Young Sikhs stand outside the temple in West London. In the north of the city, angry local residents chase anyone suspected of robbery. Anger at mob violence. Riot police are not facing the Raiders, but local residents. STEVE Kavanagh of STEVEASST. Metropolitan Police chief: what my police need to focus on is the mobs and the robbers, not the vigilantes. What helps us is the community representative who goes to talk to people in their community and lets them leave and let them go home instead of threatening to commit violence against anyone who enters their community. SHUBERT (on camera) : London may want to take back the streets, but police warn them not to go to the duty officer. Instead, they say locals can help by surfing the Internet. (voice-over) : Police in London have set up a Flickr page with photos of the suspects in the robbery, calling on the public to help identify them. This has inspired netizens to build their own pages, just like grabbing a robber, and also using tags to remove Twitter users who acknowledge the robbery. Others use social media to get the city back on its feet. Riot Cleanup is organising neighbors and equipping them with brooms, hoping community unity will speed up recovery and stop violence. (END VIDEOTAPE) Atika Shubert live with us from London. Atika, today we heard from Prime Minister Cameron, who said the police admitted they had waited too long to take action against the mobs. Now, does the authorities think they have control over the situation? Schubert: that\'s what they did, but people are always worried that this will happen again. Again, there is a lot of frustration and anger under the surface and it doesn\'t take much to ignite it again. The Prime Minister is basically saying that the problem is that the police think it is a matter of public order, not a crime. That\'s why the police said they were basically waiting too long. It seems that the police are indeed willing to take tougher measures. For example, they are in 24-hour notice. They may use batons. Therefore, these measures can be consistent when the next trouble breaks out. But again, it takes more time to find the root cause of the problem. MALVEAUX: Let\'s talk about the root cause of the problem, because we heard today that the prime minister blamed the violence on what he called opportunistic mobs and gangs. But, you know, it all started. - A man was allegedly killed by police. The riots began, prompting the demonstration. How much do we know about this preliminary homicide? Well, an independent police investigation is still under way. We know something. For example, the police initially claimed that there was an exchange of fire between the man Mark Dugan and the police. This is now being questioned as it is found that the gun owned by the suspect has not been shot at all. So there are a lot of questions to ask. The family said they wanted justice, but they did not want to see such violence in his name. It seems that although the shooting was the initial spark, it was this opportunistic crime that happened later. The Prime Minister said today that part of the responsibility lies in gangs. He\'s actually talking to people in Los Angeles. A. New York has dealt with gang violence there, hoping their expertise will help in the UK. MALVEAUX: Okay. Thank you, Attica. We appreciate it. Well, they say the government is retaliating against the poor. Talk show host Tavis smelli and Professor Koner West talk with us about their journey to poverty. See what they want the president to do. In addition, we are curious about the definition of poverty in the United States. According to the income of a family of four, what are the poverty guidelines formulated by the government? Is it $22,000 a year, $32,000 or $42,000? Get the answer in a minute. ( Business break) MALVEAUX: based on the income of family of four, we ask what is the poverty guidelines set by the government: $22,000 per year, $32,000, or $42,000? The answer is $22,000. According to the Department of Health and Human Services, families below this amount mean that it meets the definition of poverty. Well, here\'s an overview of some of the stories we\'re working on. Next, two people think President Obama is not doing enough to lift millions of Americans out of poverty. My conversation with Cornel West and Tavis Smiley Then a drought-dried town in Texas turned its desperate gaze to what some call a disgusting water source. Later on, your answer to today\'s \"top mouth\" question. Is it right that Congressman Peter King is calling for an investigation into a film about the pursuit of Osama bin Laden? This is a tough financial era for many of us, but especially for millions of Americans living in poverty. In 2009, nearly 44 million people lived below the poverty line. This is based on recent data from the Census Bureau. Talk show host Tavis Smiley and Professor Cornel West at Princeton University are doing more The city bus tour has drawn attention to poverty in the United States. They also criticized President Obama for ignoring the poor. They were in the studio with us this morning. Thank you very much for joining us. DR. Princeton West colnell: we are lucky to be here. Tavis smiley, radio talk show host: It\'s a pleasure to be here. Thank you for coming. West: nice to be here. Let me start with you, Tavis. When you talk to people and talk to family, what do you see on the road and what are they dealing? What is poverty like? Suzanne, the new poor in the country, is a former middle class. The new poor are the former middle class. As you know, it\'s easy to talk politically, and as you know, to cover the White House for so many years and talk about the middle class. But now the middle class is rapidly falling into poverty. The Child Protection Fund released a report today, from 2008 to 2009, at any other time in the history of the record, more American children fell into poverty. In this country, the poor have grown exponentially, but at the same time become invisible. Poverty is the edge of our political dialogue and should be in the epicenter. Professor, what does it look like? Are we talking about people without running water? Are we talking about people who don\'t have TV? What is poverty like in this country? WEST: there are many different forums. We slept on the street and were homeless in Washington. C. Or with a white poor family in Mississippi. - Some different forums are needed. But to a large extent, this has to do with the dignity and precious humanity of the poor who do not recognize the various colors of color. Not enough food. There is not enough work for living wages. There is not enough decent housing. Of course, we start with our indigenous people, that is, our brothers and sisters in Wisconsin. Both of you are critical of the president. But the president put forward ideas and plans. He is talking about efforts to expand unemployment benefits and provide more food stamps and breaks for families. Why Criticism? Why do you say he needs to do more? I think the president should do more. I hate people trying to get-- Because if we only talk about the President, I don\'t care how many times we call the Republican obkers, how many times they stop saying no, how many times we say, they\'re much worse than the president. People want to focus on ratings and buzz in our comments on the president. That being said, the president should do more. The poor should be given priority. Instead of signing the debt ceiling legislation to raise the ceiling, he left a loophole for the poor without extending unemployment benefits. When you say that the president wants to extend unemployment benefits, why do you sign legislation that does not extend unemployment benefits? That\'s the problem. Well, you know he has to work for the Republicans. He has to work with Congress. He cannot act unilaterally on his own. But, Professor West, you \'ve said to the president in particular before, you don\'t believe he has the backbone here to move this process forward. Why see this as a personality flaw of some kind, not just a different approach to poverty? West: Well, this is the intensity of the battle. We have just laid a wreath for Martin Luther King Jr. Coretta Scott King, these men fought fiercely. - It is important to remember this, not just the president. We are talking about the greedy people on Wall Street. We are talking about greedy corporate elites who have too much wealth --- 400 Americans have the wealth of more than 0. 15 billion Americans. Such wealth and equality are morally disgraceful. There is no reason for this. So the president has to take a stand. Are you on the side of the oligarchs and the rich? Are you on the side of the poor and the workers? That class war was ugly. - That\'s why the king is so important that we don\'t want revenge. We don\'t hate. We want love. We want justice. But the class war has been going on for a while and is getting worse and worse. Talk about class wars. Your criticism of the president has drawn a lot of attention, and before you call him the black mascot of Wall Street, you have said that black puppets have a certain fear of free black people. Why go there? Why is it racial? West: it\'s not a race problem. This is a question of trying to tell the truth. First, if you have Tim Geithner and Larry Summers, they come out of Wall Street --- That\'s why Wall Street is doing a good job. Not the main street. They lean towards the oligopolies, not to the people of the day. This is an objective fact. But you\'re talking about the black mascot. You said black puppetWhy that? Because he\'s black. He is black. Should I say the mascot? Why not? West: Well, because as an unprecedented president and a black president in history, it is expected that he will give deep care to Latisha and Jamar in the corner. Maybe I was wrong. But he\'s black. He\'s also black. He\'s an attractive black man. His wife is a clever black man. She\'s a beautiful black woman. I said nothing wrong with black. If I\'m talking about the Jewish genius Stephen thornheim Jewish gangster Madoff That\'s right-- These are objective facts. MALVEAUX: Do you think the criticism you both got from the black community is unfair? You say you\'re so picky about the president? I think when you talk about the poor, The West has been saying that the closer you get to the cross when you talk about the poor. People are trying to torture you when you try to torture you- There is a reason why there is no movement or movement of the poor in this country. Because they are one-off, they are one-off, they are forgotten communities. When you do this kind of work, you will be a challenge, sometimes valuable and sometimes worthless. But it\'s about focusing on the poor. We don\'t waste time--I don\'t, Dr. West doesn\'t -- You know, respond to a bunch of pointless criticisms. West: at any time in the United States, no matter what color you are, when you talk about the dignity of the poor, you \'d better put on your graveyard clothes and make a coffin -- Ready as you may die in a minute. This is your love for the poor. So we don\'t want to be popular. We want to serve. We are Christians, so we are only witnesses. MALVEAUX: Okay. You are very popular. Smiling face: some kind. But you are very popular now. We thank you very much for bringing this issue of poverty to your attention. Congratulate you on your performance. Thank you. West: a tribute to the work you have done. Thank you very much. Absolutely. Thank you for coming. A reminder to vote for today\'s \"select news\" winner. Text \"22360\" and vote for the story you want to see. ( Business break) MALVEAUX: Iowa fair, a popular stop in the Republican presidential campaign, where they don\'t eat fried butter. I don\'t know. maybe so. Paul stanhouser, a member of the \"best political team on TV,\" was broadcast live on the CNN Express bus in Des Moines. You and I have been to many places like this, Paul. How do you like fried butter? Is the fried butter so delicious? Paul stanhouser, deputy political director of CNN: You will never have enough money, Suzanne, which is so kind to you. But, you know, to be honest, this- Now, this is the center of the Iowa campaign world, and that\'s why we brought the bus here. You have to debate tonight and hold a presidential debate tonight in Iowa; This is the first time in nearly two months since we were in New Hampshire in June. On Saturday, you conducted a poll in Ames, Iowa, which is critical to the Republican nomination. You also have the state fair, which must stop for anyone running for the White House. In fact, there are only 50 yards away from me now on-site photos of former Massachusetts governor Mitt Romney, the Republican candidate, who is now talking to the crowd. You know, Romney\'s visit to Iowa isn\'t much, but he\'s here for the debate and he\'s speaking at the state fair right now. Guess who\'s here too? Sarah Palin. That\'s right. Our political correspondent Peter Hamby learned last night that Sarah Palin will take her on a national bus tour to Iowa. Maybe later today, maybe tomorrow or Saturday. It was a big surprise. You know, Suzanne, every time Palin jumps back from the spotlight, maybe that\'s what she\'s doing. Palin said, of course, she will decide whether to run for the Republican presidential nomination by September. Susan, we\'re also looking at Rick Perry. In South Carolina on Saturday, he will give a speech making it clear that he will run for president. Suzanne, all these things happen at the same time. MALVEAUX: The house is full. Paul, go wherever you are. Do we know who we like most about the debate tonight? MALVEAUX: Well, one way to look at this, I think, is to vote. We have brand- We released a new CNN/ORC poll this morning. Look at this, this is where Republicans and nonpartisan people tend to be Republicans across the country. See who\'s on it, Romney, but see who\'s behind them, Perry, who hasn\'t even announced it yet. Former mayor of New York, Rudy Giuliani, Palin, and Congressman Ron Paul from Texas followed. The top is tightly packed. Take Palin and Giuliani out because when they flirt in the White House campaign, they really didn\'t take any concrete steps, and it looks like Romney is still ahead and Perry is not bad at all. You can see the single digits of Paul and others. Suzanne, we are at the State Fair today and tomorrow. Then we go to Ames for a poll. I\'ll get you some fried, and I\'ll take you to Atlanta. They are delicious and enjoy them. I noticed a truck behind you, Paul, standing there with the fried cream cake. So get one for me. Yes, thank you. Okay, Paul, part of the best political team on TV. \"For the latest political news, CNNPolitics, you know where to go. com. We got a lot of responses to the \"back-to-mouth\" question. We asked: is it worth investigating for Hollywood to film bin Laden? \"No,\" said Harry Allen. Bin Laden is an important figure. an evil one) In American history Republicans are just worried that the film will affect the vote so close to the election. \"Carol Costello is back and you have more responses. ( Business break) MALVEAUX: you have been talking about our \"top mouth\" issue. Carol Costello came back with some of your replies. Hey, Carol. What are people talking about? Suzanne ello: Suzanne, the question today is: is it worth investigating for Hollywood to film bin Laden? George said, \"If it was for the sake of political persuasion and the decision to influence voters, it would do so. The film was released after the election and there should be no corruption in the voting process. Jonathan said, \"Why is this a topic? Because Republican representative Kim needs to do so. Must turn positive into negative, say something that may not be completely correct, something that has no source, say it over and over again. \"Dirk said,\" Maybe we should look into how much time is wasted to find out what needs to be investigated. I continue to see the bright side. It will be a great film about American determination. After all, our former president failed to do so. It sounds like someone is jealous. \"That\'s what Max said,\" We need to investigate, of course. In order for our legislators to do their real work and put the government in trouble. \"So this morning Susanna was healthy and cynical. Holy cow. Facebook, keep talking. com/CarolCNN. I will be with you in a few minutes. I tell you they won\'t back down, not today. Okay, Carol. thank you again. California has two cities 250 miles apart. One state has the highest unemployment rate and the other has the lowest unemployment rate. We will find out why. ( Business break) MALVEAUX: Let\'s take you live to the Iowa Fair in Des Moines, Iowa. Many Republicans have gathered here for various events, debates and polls. Mitt Romney, speaking in front of a crowd, was startled by a frustrated man. I want you to hear about this kind of communication that happened a few minutes ago. ( Start Video Editing) MITT ROMNEY (R) Presidential candidate: We must rise to 44%. We won\'t do that. And so -- I\'m working on Social Security, sir. Romney: I\'m glad you have social security. Wait a minute. Wait a minute. Unidentified male: My wife has social security. And listen -- You are here to listen to the people. Well, listen. (CROSSTALK)(SHOUTING) ROMNEY: Now, wait. Unidentified male: how will you strengthen social security for the future. We do social security--(END VIDEO CLIP) MALVEAUX: there was a bit of intense communication there. Mitt Romney heard a gentleman say he was worried about his Social Security and his future direction. Clearly, in this uncertain economic environment, and in the debt deal that has just been negotiated, all of this is the answer to the president and people\'s very frank search for the direction of the economy. A lot has happened in Iowa, a lot of politics and some presidential candidates are trying to answer questions from people who are a little frustrated. CNN reports in depth, the unemployed in the United States. In large states like California, there may be obvious differences in the number of unemployed people. Well, CNN\'s Kathy Vivian found two cities at the top and bottom of the state\'s unemployment chart, and of course, life there is very different, but in some ways it is very same. (Start Video) CNN reporter Kathy Vivian (voice-over) Delano, California, a predominantly agricultural community, has a high unemployment rate. You can see it both in the city center and in the career service center. Jessica Alvarado, looking for a job: it\'s hard to find a job in Delano. WIAN (on camera) : How many jobs do you think you have applied for in the last three or four months? ALVARADO: about 20 to 25. Woman: I think I\'m depressed. WIAN (voice-over) Lafayette, the lowest unemployment rate in California, sits 250 miles north of the mountains, and the city center seems to be a distant world. Jay lifson of the LAFAYETTE Chamber of Commerce: So you have a lot of football dads at home, you know, people who can afford to stay at home instead of being a labor force. You have a lot of small, self-employed businesses and families here -- The same is true based on business. So you put all this together and unemployment looks good. WIAN: this is a chart. Delano\'s unemployment rate is close to 37%, nine times that of Lafayette\'s 4%. The Swansons (ph) Moved to Lafayette in November, attracted by its beautiful and highly rated public schools. Unidentified men: great public school systems tend to attract people to town. Unidentified women: we feel we would rather do this if we could live in this community and send our children to public schools. Lafayette is conveniently located near Silicon Valley and San Francisco. 20% of the residents are retirees. Of the 20% inhabitants of Delano, nearly 53,000 live in two state prisons, but most of them rely on seasonal farm work, historically real estate families His father helped Caesar Chavez organize the farm workers. Real estate agent John Lawa: Because I\'m the older son, I\'ll help him with the beans and stuff we used in the past --- My sister and my mother used to harvest. A lot of work is done by machines now. Laura: slowly, all the workers who usually do this in their season are now being eliminated. Therefore, cities like Delano, if they were not prepared for this 20 or 30 years ago, now they feel the impact of not preparing for industrial employment, manufacturing employment. Vivian: Mary Bell Reina was in the first week as the city manager of Delano. Maribel Reina, Delano City Manager: job creation is indeed the first. We are currently working on projects that will help create jobs. WIAN: there are 700 jobs in the planned business center, which is run by a Wal-Mart Company. There are more than 500 customers in the citrus packaging factory. Reina: The city is really trying to move forward, but it can hold you back as the economy and people are so cautious. WIAN (on camera) : There are many signs in Delano that the city continues to work to create jobs. There used to be two cinemas in town. This is the last thing left. But in the center of Lafayette, the economy is still strong enough to support 65 restaurants in a small town with a population of only 24,000. (voice-over) : The city has a financially conservative local government that encourages residents to shop locally and will not build roads unless they have money to pay for them. Don Tajin of the Delano City Council: we just don\'t accept what we think we can\'t afford. Vivian: although don Tajin helped lead the city with the lowest unemployment rate in the state, he has been out of work for nearly three years. TATZIN: our unemployment rate is very low compared to the rest of California, which is great, but it still means we have 4% of the unemployed, they are as affected as those who are unemployed in communities where unemployment is much higher. It turns out that Lafayette and Delano have other things in common. Its last cinema was also closed, indicating that no work was safe even here. CNN, Kathy Vivian, Lafayette, California(END VIDEOTAPE)
